Error: Cannot Start Application Pool. There was an error while performing this operation.

Details: The service cannot accept control messages at this time. (Exception from HRESULT: 0x80070425)

Solution: Wait for a few minutes and try again. The application pool restart is in progress and while you attempt to start the application pool will return you this error.
